Dr. Seth Hirshorn is an Associate Professor and Coordinator of UM-D’s graduate program in Public Administration. Previous to his appointment at the University of Michigan he worked for the Speakers of the New York General Assembly and the Florida House of Representatives on policy and program assessment. He holds a Bachelor of Science (B.S.) from the University of Wisconsin-Madison, a Master in Public Administration (M.P.A.) from the State University of New York-Albany and a doctorate in Public Administration (Ph.D.) from the Maxwell School, Syracuse University. He has authored and co-authored major works in the analysis of crime and the criminal justice system, and is the author of published articles and numerous governmental and non-governmental reports on administrative subjects related to strategic planning, program assessment, and organizational development issues and on drug prevention and violence reduction. He has been a consultant to nonprofit, local, state and federal agencies throughout the U.S. on policy and administrative problems. Most of this work has focused on policy and program design, finance and fund raising, staff development, organizational development, strategic planning and evaluation of program impacts.
He was elected to the Ann Arbor City Council and served on the Ann Arbor City Planning Commission. He was also elected to the National Council of the American Society for Public Administration.
