Effective Public Service: Essential Duties and Responsibilities

This seminar builds upon concepts introduced in the Fundamentals of Municipal Organization course by exploring them in greater depth and focusing on how they specifically impact the responsibilities of local, elected leaders. What are the primary roles of public officials? How do the roles of elected legislators differ from the roles of elected and unelected officials in the executive branch? What are the skills that effective elected leaders demonstrate? What responsibilities do laws mandate? What actions do laws prohibit? Come explore these and related questions in this seminar. It is one of four seminars that cover the fundamentals of local government to help elected municipal officials establish a foundation of knowledge upon which to build their effectiveness as community leaders. This course is a required course for elected officials who want to earn the Level One Education Award from Michigan Municipal League’s Elected Officials Academy.
Course Objectives:
When you complete this course, you will be able to - Describe the primary roles of public officials
- Differentiate the roles of councilmembers & trustees from those of elected and appointed officials in the executive branch, such as mayors, managers, clerks, attorneys, and financial officers.
- Define the basic actions that must be taken in order for public officials to fulfill their responsibilities
- Explain the legislative and other sources of authority for public officials.
- Identify and adhere to basic legal parameters that bound and/or dictate the actions of public officials.
- Discuss the essential skills needed to be an effective public official.
